Melbourne Airport Rail Line Pre-Demolition Building Inspections

Comprehensive pre-demolition assessment program for industrial properties affected by the Melbourne Airport Rail Project. Sterling conducted detailed structural inspections, hazardous materials surveys, and risk assessments across multiple sites to identify demolition constraints, environmental concerns, and requirements for safe site clearance along the proposed rail corridor.

Challenge

The Melbourne Airport Rail Project required clearance of numerous industrial properties along the proposed rail corridor. Each site needed comprehensive assessment to identify structural risks, hazardous materials, and demolition constraints before handover. The challenge included documenting existing damage to shared boundary walls, identifying potential vibration-sensitive structures, assessing overhead utilities, and managing constraints from adjacent residential properties and active rail infrastructure. Sites required detailed risk assessment while maintaining limited physical access to structures such as locked shipping containers.

Solution

Sterling implemented a systematic pre-demolition assessment program combining structural inspections with Division 6 Hazardous Materials surveys. The team conducted detailed site inspections documenting all buildings, structures, and site boundaries through GPS-referenced photography and condition reporting. Desktop investigations using Victoria Unearthed and VicPlan identified planning overlays and development constraints. Structural assessments identified existing damage including stepped cracking in boundary walls, requiring Schedule of Condition reports prior to handover. The methodology included risk categorization for proximity to active rail lines, residential properties, and overhead utilities to inform demolition planning and identify restrictions on noise, dust, and working hours.

Planned Deliverables

Sterling delivered comprehensive Pre-Demolition Assessment Reports for each affected property, including site aerial views, detailed photographic records with GPS coordinates, structural condition assessments, and hazardous materials registers. Reports documented all site boundaries, building footprints, surface compositions, and environmental features. Division 6 Hazardous Materials Registers were prepared in accordance with WorkSafe Victoria compliance codes. Desktop assessment findings identified planning zones (IN1Z industrial, DDO3, DPO12, DCPO2) and constraint overlays. Recommendations included requirements for Schedule of Condition reports, structural inspections prior to vibration-inducing works, and engagement of planning consultants to mediate planning constraint risks.

Expected Outcomes

The assessment program provided the Melbourne Airport Rail Project team with detailed documentation of site conditions, demolition risks, and regulatory requirements for safe property clearance. Risk prioritization identified sites requiring structural monitoring during adjacent works, particularly where existing boundary wall damage could be exacerbated by piling or vibration. The hazardous materials surveys confirmed low environmental risk across assessed sites, with no significant asbestos or hazardous materials identified externally. Comprehensive photographic and GPS records established baseline conditions for Schedule of Condition reporting, protecting all parties from future liability claims. The program enabled informed demolition planning with clear identification of access constraints, utility conflicts, and community impact mitigation requirements.
