Challenge

The Jam Factory redevelopment involves the construction of residential towers, hotel, and retail facilities immediately adjacent to the Caulfield Rail Corridor's four operational tracks. The constrained site boundary abuts a retained earth embankment with minimal clearance (1.5-5m) to operating rail lines and overhead electrical conductors. The project faced complex challenges including coordinating works within strict rail safety requirements, managing construction activities near 25kV overhead traction power, and securing timely approvals from multiple rail stakeholders (Metro Trains Melbourne, VicTrack, PTV) while meeting aggressive development timelines.

Solution

Sterling developed a comprehensive rail interface strategy addressing all phases from planning through construction. We provided expert advice on building setbacks (6m from track centreline), overhead clearance requirements (4.6m side, 6.4m under conductors), and window/balcony restrictions facing the corridor. Our team developed detailed construction methodology recommendations including scaffold protection systems along the rail boundary, piling sequencing to minimize disruption, and crane operation protocols with slew restriction requirements. We prepared occupation planning strategies utilizing non-disruptive after-last-before-first windows for routine works and coordinated disruptive weekend occupations for critical activities requiring track isolation.

The advice identified critical path items including the 6-9 month timeframe for Construction, Control & Indemnity Agreement completion, enabling early commencement of this parallel workstream.
